this was worked out with Dr office last year August 2015 Dr .Gibson, the lady I spoke with here Mrs.Olsen is very rude, mean and very unfriendly to work with, , I can start making payments when my well pump is paid off as I am on disability and I told this to Mrs Olsen she said not her problem and we cant work with you on this its going on credit report, so...

I have notified this company on 2 separate occasions that they are sending me collection notices on an account when I’m making payments to actual company that provided the service. She told me I was wrong. I told her I have copies of canceled checks to prove it and that she needs to contact them to get things straightened out.
She then proceeded to yell at me, refused to listen, told me I didn’t know what I was talking about, completely rude & then said if I don’t give her a credit card number now, she’s reporting me to the credit bureau. I informed her that it is illegal to collect on a debt that is being paid to someone else. Beware of this company.

You were either not communicating with the company you owed, or you were ignoring requests for payment, right? This is why you were turned over to a collection agency. If you're going to be mad at someone, be made at the company that turned you over to the collection agency. The agency is just doing what they were hired for. Doesn't that make sense? Nobody is going to like a collection agency for crying out loud. They're paid to get you to simply pay your bill.
