We did one order with Qingdao Shensheng Import and Export Co., Ltd., of PP fiber for construction on October 19, 2016. We have paid the advance payment of € 2, 747.16 on October 20, 2016, and the payment of € 2705.17 with copy of BL on November 7, 2016. We have paid a total of € 5452.33. The container arrived in Barcelona, Spain on December 22, 2016, and the supplier refused to supply the original bill of lading neither bill of lading telex, because the factory sent the wrong goods and there is textile PP fiber arrived in the port. On January 13, 2017, our company signed a settlement agreement with the supplier, including the payment of 5452.33 euros of the goods, 2981.14 euros of sea freight and port detention fees, 4000 euros of goods destroyed or returned to the origin of costs, a total of 12, 433.47 euros, with the China International Trade Promotion Committee Hebei Mediation Center official seal, and the refund period of 5 working days. It is now April of 2017, our company did not receive a refund of suppliers. The reasons for the supplier: I am back in the business deal, the Spring Festival near the banks have a dollar limit, more than 5, 000 US dollars of remittances need to apply for approval of the Foreign Exchange Administration, the Foreign Exchange Authority approval period of one week, Spring Festival close to the Bureau of Foreign Exchange business has been closed, remittances have been suspended, all to wait after the Spring Festival, on the 10th of the first month of Chinese calendar and so on.
The supplier does not provide the original bill of lading to us, and our company cannot do customs clearance of goods; this container has stayed in the port for more than 3 months, and there are 100 euros per day of costs (9000€), we really cannot afford.

We are solicitors to dee qudrant project services limited “our client” on whose behalf and instructions we write.
Our client is a duly registered company in nigeria and is into the business of importation of industrial chemicals.
Our client identified qingdao shengsheng import & export co. Ltd of room 2244 no.3 shouguang road, shibei district, qingdao, shandong, china(+86 532 [protected]) has a potential exporting company for industrial chemicals. The contact person was called flora, her phone no was +[protected] and her email was [protected]@cnshensheng.com. After several discussions, it was agreed to buy 50 mt of toluene and 25 mt of xylene at an ex-apapa, lagos cif total sum of rmb216, 625 (Two hundred and sixteen thousand, six hundred and twenty-five rmb) an equivalent us$30, 756 (Thirty thousand seven hundred and fifty six dollars). As a result, a proforma invoice dated 28th september 2016 was sent by the company to our client which formed the basis of the business transaction between the two parties. The necessary documents signaling the seriousness on the part of the exporter were sent and are herewith attached as exhibits (B-h).
The payment term stipulated in the proforma invoice 30% telegraphic transfer (Tt) in advance and the balance against the copy of bill of loading (B/l).
Our client who was convinced about the genuineness of the transaction immediately transferred 30% of the entire sum to the exporter through telegraphic transfer (Tt) on 31 october 2016 to the company’s account domiciled with bank of rizhao, qingdao branch, 40 fuzhou sth road, shinan district, china (Swift code rzcbcnbdxxx and account no. [protected]). After about two weeks, the company sent two b/ls; one for the toluene and one for the xylene which prompted our client to transfer the balance 70% immediately to the company’s same account on10 november 2016, as a sign of genuineness on the part of our client.
Upon the receipt of the value of the final payment, the exporter started coming up with series of excuses. The initial excuse the exporter gave was that the factory workers packed a different type of product.
Upon our client’s enquiry as to when their product will be delivered as per the bill of lading, the company referred our client to an arbitrator in china and said arrangement will be made with the arbitrator on how our client’s money will be returned.

Our client immediately contacted the arbitrator through all the media supplied and there was no response. On further investigation, our client found out that mr. Bauguo was a fake arbitrator. Since then the company had refused to answer phone calls nor responded to emails from our client.
The deduction from above scenario is that the company qingdao shensheng import & export co., limited has exploited the desire of our client to conclude a clean business transaction to perpetuate this massive scam on our client and this to say the least is highly reprehensible.
We urge you to use your good offices to investigate the above with a view to assisting our client to recover the funds transferred to the company
