Certesy Check Services Refusal to cash Manpower payroll check at WatMart

I had always been able to cash my payroll checks at WalMart with no problems until today. I was informed that the Certesy Check Service they were now using had refused to honor my Manpower payroll check with no explanation of why. I had provided a valid Colorado driver's license and my social security # as usual for my transaction.
I saw a similar complaint filed from a customer attempting to cash their payroll check at WalMart in Klamath Falls OR with the same Certesy Check Service. This appears to be a widespread problem beyond just a local issue in Colorado.

Walmart Money Card - an Unloadable Prepaid, inconvenient waist of hours of My time, VISA card.

I am unable to deposit a government issued check for $1, 600. It took two clerks and a supervisor to get My information entered correctly, due to transposed codes, numbers and spelling, ect. The Walmart staff were nice but uninformed. After an hour, they speculated that the amount was $100 over the maximum. It was just dropped from $2, 000 to $1, 500 two days prior. They referred Me to the Certesy Check Services number, [protected] and mail to: P.O. Box 30046, Tampa, FL [protected] on a receipt type slip of paper which also stated, "REASON: 2" and suggested I try again in a larger town. I called the number and had an unproductive conversation with their automated recordings, it was a Sunday. I tried depositing the check the next day of My roadtrip at a Super Walmart. The same "REASON: 2" was handed to Me. I had an unsatisfactory conversation with a very polite and patient service rep from Certesy. She stated that My check was over the maximum at this time. I questioned the comment, "at this time?" The amount of My check is not going to change. Will the policy change again? Response: Possibly. I mused I could keep trying till it goes through... (I was being sarcastic.) She cautioned, doing that would adversely affect My relationship with Certesy. And that there is a seven day wait period between attempts to deposit a check.Seven days from the last time I tried to give Certesty/Walmart My $1, 600. Thanks for telling Me about your secret hand shake but it is a mote point. What relationship? I can't deposit this first check? Why would I continue to try use an unusable Walmart MoneyCard? Why would I continue to shop at any Walmart on this trip? Or any ever again? (Btw, for over 20 years I have boycotted Shell because of their Polybutylene corruption and Exxon since the Valdez Oil Spill of 1989, even on this trip, $900 in fuel so far. I will buy BP now, they stepped up!)

I got My check cash else where and spent the $1, 600 plus some at another place. I will avoid thrusting My income on Walmart. They don't need it.

I went to walmart to cash my payroll check, as I have many times in the past, but was told that my check could not be cashed. I submitted all the required information. I was given a slip of paper with the name of Certesy check services and a phone number to call for an explanation. I used my cell phone to call from the parking lot. I was told that all my...
