I am not sure who else to contact about a situation that came to light as of Friday 9/29. SPCA of Tennessee (Nashville) is placing dogs with a "trusted foster" who is severely neglecting the dogs in her home. She has about 14 dogs, living full time outside with NO shelter or proper care. I filed a complaint with the local authorities in Etheridge TN, Lawrence County, and an officer is filing a report. He mentioned that animal control will be calling Joanne Powell (foster) which I am not sure how far or fast they're able to help.The investigators are going to take over, however, SPCA OF TN IS NOT FIT TO BE A RESCUE! CELINA IS PUTTING THESE DOGS IN DANGER AND EVEN WORSE CONDITIONS THEY WERE IN BEFORE! WHAT IS THE POINT? Celina is NOT fit to be a rescue of any sort. Someone please please DO SOMETHING.
There is a reason why she currently has a few lawsuits against her, not to mention the horrible reviews. If that's not telling of her character than I don't know what is. Pictures and words don't lie. She told me the foster was wonderful and had an incredible 5,000 sqf home, FALSE (Please see pictures attached). Authorities said the situation in which the dogs were living in were worse than he imagined. There are currently 14d dogs under the care of this unfit foster, Joanne Powell.
SPCA has placed approx 8+ dogs in Joanne's care, 3 of them have gone missing and Celina has not filed a complaint or have conducted a local search. She ONLY called them Saturday 9/30, because she found out I DID. I was trying to help locate the dogs and get a hold of the foster. Wouldn't think a rescue would pull the rest of the dogs out of this home after finding out she lost THREE of her dogs? Nope, she did not.
SPCA is not a fit rescue nor should be called one. Celina is actively rescuing dogs and being placed in questionable care. She doesn't vet her fosters and she lies.
If there's anything you can do to help this situation, please let me know. These dogs are suffering in Joanne's care, living in small crates 24/7 and are not let out of that confined space. Please please help these dogs. I have the home address and a picture of Joanne if needed. THIS IS NOT OK.
Desired outcome: There are several complaints about Celina and the rescue in question; lawsuits against her, how can she continue to be a rescue??? She ripping people off, and is 10000% deceitful. This woman should not be in charge of animals. Period.
