Permanently limit on my account
I''m ESTHER OLOWO with Email ([protected]@gmail.com). I signed up for a PAYPAL Business Account on 23/05/2022. After providing all the necessary and verifiable information to open the account, I received a message on my new account Dashboard that ''After a review, we've decided to permanently limit your account due to potential risk. You’ll not be able to conduct any further business using PayPal-Reference ID: PP-L-[protected]''. However, I have not done any transaction on the account neither not link the account to any payment platform.
I hereby want to appeal to PayPal to release my account so i can carry out my online business transactions.
I will be grateful, if my complain will be treated in the quickest possible time.

I received an unsolicited Invoice (#[protected]) from paypal for $399.91 in BitCoin. I am on Social Security so my funds are limited (therefore, I would never purchase something like bitcoin)! Also, my use of paypal is extremely limited (even non-existent) these days. I do NOT use BitCoin nor do I wish to purchase any BitCoin. The Invoice had PayPal Corporate HDQ as: 2211 N 1st St, San Jose, CA 95131. I am on Social Security so my funds are limited (therefore, I would never purchase something like bitcoin)! Permanently limiting my account without any reason.
Since Fri, 6 Oct 2017, I have been using PayPal to receive and make payments online. On the 10th of May 2022, they decided to close my account and limit it permanently without any reason, even after providing proof of identity and address.

PayPal LIMIT my BUSINESS ACCOUNT On April 04, 2022..
This is what happened. First, PayPal asked me if I own a PayPal PERSONAL ACCOUNT{given the email address), I choosed YES. Then PAYPAL said that It has a pending issue and PAYPAL asked me if I already solved it.
I replied that I already send all the documents they are asking and it is under review for 5 days.. But the review on my PayPal PERSONAL ACCOUNT took 3 weeks without any update or email regarding the status of my PayPal PERSONAL ACCOUNT because of that PayPal PERMANENTLY LIMIT my BUSINESS ACCOUNT the following day..
I emailed them that my PayPal PERSONAL ACCOUNT is still under review, so they don't need to permanently limited my Business account because I'm still waiting for the update regarding my PayPal PERSONAL ACCOUNT. PayPal restored my PayPal PERSONAL ACCOUNT yesterday(April 17, 2022) so I was hoping that It was a mistake for PAYPAL to permanently limit my BUSINESS ACCOUNT without waiting for the result of the review of my PayPal PERSONAL ACCOUNT.

Censorship/confiscation of funds
Can someone answer for me why PayPal appears to be closing down accounts from News Sites with certain political view points. If this is true then PayPal is an unreliable place to keep any of my funds going forward. I have been with PayPal since the beginning and have had perhaps up to $100,000 or more transaction flow through the system. There are now plenty of other options that can replace it.

I have previously updated my billing address with PayPal and two bank cards I use with them. Recently after I had placed an order, I noticed the billing has somehow reverted back to my old address (since November 2021!). I tried to follow and accomplish this task (again) online, but keep getting a prompt that indicates it cannot be done now, try later, etc.,etc. I tried to call, and the irritating phone prompts, attempting to talk to someone, finally leads to a recorded message indicating their offices are “closed” (not sure what schedule they follow?). The online “live chat” is useless. Website is not functioning properly. Nobody to talk with! Pandemic era excuses no longer apply. At this juncture, they need to have 24/7 staff to deal with problems and questions and comments and complaints. Will have to revisit my relationship with PayPal this year, and decide if to continue using them, or stop for a while, or fir good. This is unacceptable practice, and NOT proper customer service at this era.
Desired outcome: Not sure, but one needs to be able to find easier ways to resolve issues, and questions answered, in realtime, with real people.

My sister from Florida sent me a gift of $1500.00 on March 11, 2022. Money left her checking account same day, but PayPal held the money and took $43.84 transaction fee. Email received from PayPal copy and pasted here:
"We've placed the money on hold because we noticed that you're a new PayPal seller and will need time to build a positive selling history. The money has been added to your on-hold balance. It will be available once we can confirm that your customer has received the goods or services".

Last March 11, wow, I received an email from PayPal that I order Norton product. However, I don’t have a PayPal account and of no need for the said software. I onLy owned an IPhone and an IPad, I believe that Apple products don’t need anti virus software and no way to install on their devices.

On February 28, 2022, I received a e-mail "Pay Pal" stating I were being charge for $899.00 for a computer that I did not order not knowing this was a scam. I called the company stating I did not order this computer and I would like this canceled and my money back in my account. The Customer Service Representative state that he could help me with that. He guided me to another screen after he had taken all of my information to cancelling of this order. During this time I were to put a certain amount into this box for them to send me a partial payment of $300.00, and then 599 later, on dollars during this time when I put in the about I accidentally put in $30,000. I tried to cancel this but I could not so he stated to me that I would have to go and get their money back from my bank account. I wired him the money sum of 2/28 $29,000. Then on 3/1, he called me back and stated that one of his employee put my name instead of another person which we had the same name I had a middle name but she did not so he put $10,000, in my account, during this time he and I were trying to get my money back by Western Union it did not go through on my personal account so he tried to World Remit and I used another credit card and he took out of my account $989.00 dollars to try and give me back my $899. Then they took another $1,200.00, it went through from my credit card. I did not know this was a scam until I had sent the money and I checked my account and my $40,000 was gone. This was the money my husband and I had to live off of now we are broke. I have all the paper work with the information to the person I sent it to and address. I would like to get my money back due to that is all we had. But they were scamming a lot of people I could hear them but did not know it until it was too late I thought I was paying them back their money because of my error and another person error.
Desired outcome: I would like to get my money back $40,289.00, this is the total amount was taken from my two accounts, and credit cards. They should be fined for this making it harder on older people to live.
Being lied to and given misinformation
Beware of paypal. They have lied to me, and refused to contact citibank. Their actions assured that I would be cheated by a counterfeiter!
In december I purchased a coin from singapore. It was described as choice uncirculated. The coin was not only counterfeit, but also bent. I complained to both paypal and citibank.
Paypal asked me to provide to them proof of the coin being returned, as well as a copy of the postal receipt. They said they would reimburse me up to $100 for my cost to return the coin. I did so. They initially said I was refunded the $594.09 for the coin and $67.30 for the return postage. Then they informed me that since I complained to citi, my refund was reversed. I asked what I should do. They said to cancel my complaint with citi. I did so. I waited a few days and called paypal. They told me that since citi had never informed them about any cancellation, paypal was prohibited from addressing my complaint. I again called citi. Citi told me that someone would contact paypal. Citibank lied.
I waited another week and called paypal. They said I should make another complaint with citi. I did so. Initially citi provided a refund of $594.09. I was told that my refund is listed as a permanent refund. Once again I was lied to by citi. Permanent is supposed to be forever, not two weeks. Two weeks later, I received an email stating that since I canceled my complaint there is no longer any refund. I once again called paypal. They told me that since this issue began they have never had any contact from citi, and my issues are with citi.
I use paypal for protection and convenience. This experience has not been convenient, and paypal has refused to protect me from fraud and counterfeiting. They have misdirected me to citibank. They lied about paying for my return fees of $67.30.
I am a victim of fraud and counterfeiting. Hopefully my complaints and reviews will ensure that other consumers will realize how paypal will not represent their client's interests, and actually assist by negligence in fraud and theft.

I can not access paypal to edit my account. Not I can't access my account, I can't even get in to see my account. Every access point is blocked with a demand for my cell phone number. I am retired, I don't have a cell phone. When I set up my account, ages ago, I used my work phone number which had been adequate for over 15 years. No longer at work, but can't get in to change or update anything.

Never Received Item, tracking number scam
Paypal does not protect buyers from online scam artists. Like other complaints, we were victims of a fake tracking number scam. I have already made a negative review on the seller, now I am going after PayPal for siding with the online scam and I intend to report this to other authorities. We ordered a solar panel from thesalesock.com and the seller supposedly sent it to our address on Feb. 1st, it was sent somewhere else and USPS verified it was a scam. I tried numerous times to contact the seller but the email always came back undeliverable, so wonder how PayPal was able to contact the seller? I sent evidence of this fraud and filed a dispute of charges to PayPal based on not receiving the item. Paypal automatically sides with the seller if a tracking number is provided. According to my research, PayPal has been ignoring this issue for years now allowing scammers to exploit this proof of tracking number loophole, they've done nothing to fix this issue. We are cancelling our Paypal account and hoping our credit card issuer will get our money back for us. I would advise people to stop using these crooks, stop supporting this company. I hope PayPal meets its end soon. PayPal is a disgraceful company letting thieves thrive.
I paid $300 to the wrong person
On dec, 22 I issued a payment of $300 to a wrong emaIl. I contacted PayPal. They said you have to try to get the money from the recipient. I contact them and they refused to return the money. He said have PayPal take it from him. He claims he has never taken the money out. It was simply a typographical error on the email address. I contact my bank to dispute the transaction. Now PayPal has another payment for me and they have blocked my I can’t get that money either. This is rediculous. What can I do to get my $300 and the new transaction for $28.

I have made numerous attempts to contact someone since I could not log in new bank information, then my new card. Now I can't even log into the account to access money.

I have been using PayPal for a very long time, and have always trusted that they would look out for me as their customer. Yesterday, a foreign address charged me for some product that I absolutely did NOT buy, and charged my bank account that is linked to PayPal. I filed a dispute, stating very clearly that I did NOT authorize this purchase, and PayPal took the side of the foreign company! I went directly to my bank, showed them the transaction, and they immediately knew that this was fraud, and my banker told me that this "should have been obvious" to PayPal. Please let me tell you why I've stopped using PayPal. PayPal forced me to. I'd provide you with some account details, but for reasons that will become apparent below, I can't.
After using PayPal successfully for years, I retired in 2017, and now spend the majority of my time in Colombia, South America. It's nice, the weather is literally perfect year-round, the country is beautiful and it's quite inexpensive to live here. While I'm here, it makes no sense to pay a lot per month to keep a US phone number that I don't use (or as will be explained below, only to get the occasional log in code), in favor of using a local phone number that costs me next to nothing which I do use, and that is my crime.
After trying to update a payment method this week, I was sent to Paypal jail. The website said a link had been sent to my listed US phone number, which no longer works. When I called in for a solution to my problem, I explained the issue: I have a PayPal account, it likes to send codes to my US phone that is no longer in service. What can we do about this? - whereupon I was essentially told that I'm the problem.
The base attitude was something along the lines of, "We don't work that way, but let's look at your account. First, I have to ask you some security questions." No worries, I thought, fire away.
The first question was easy enough, "What city is your former residence at XXX Lafarge in? Answer: XXXXXXXX (Colorado).
Next question, also an easy one: "Which of these cars have you owned?" Answer: XXXX Toyota XXX.
And here's where things went sideways, "What color was your 2003 Nissan Sentra, red or . . .?" Wait, I've never owned a Nissan Sentra, 2003 or otherwise, but I relayed that the XXXX Toyota XXX was yellow. Then,
"Which of the following email addresses have you used? Cache (or something like Cache, I couldn't quite make out the actual word) @?.edu?, or [protected]@?.net?, or [protected]@, , , ?
When I explained that I had never used any of the listed email addresses, I was told, "Sorry, you've failed to answer the security questions correctly, " and that PayPal was only doing this for my safety. When I noted that the questions started to go off the track when some mythical 2003 Nissan Sentra was thrown in, and that I'd had the same email, and only the same email, for 20, maybe 30 years and have never, ever used [protected]@anything, again, "Sorry, PayPal is doing this to protect you."
I was told the best solution was to set up a Colombian PayPal account. Ok, then, I'll do that, I thought, and off I went. Problem: PayPal only allows Colombian addresses for payment sources (credit cards). So that offered solution was just a rabbit hole.
I explained that I wasn't intent on making any shady international transactions. I merely wanted to be able to pay people in the US to their US bank accounts with money from my US back account or receive money in my US bank account from other people with US bank accounts. "Sorry, we're doing this for your protection."
It was actually suggested that I return to the United States (and get a US phone number) to access the account. Great, yeah, I think I'll sell my nice apartment here, and move back to the States just so I can make the occasional PayPal transaction.
It was also suggested some time ago by a PayPal rep (in a somewhat whispered tone) that I should simply remove my phone altogether, and somehow force PayPal to verify my account by some other method, but who knows whether that would have worked or not. As it stands now, it seems I can't access my account at all to make any updates or do anything else - unless I can figure out what color a car I've never owned is, and the correct extension of an email that I've never used.
In comparison to other well-known vendors, PayPal is in the Stone Age. Folks like Amazon and My credit card company don't give a whit if I have an international phone number. When signing in to Amazon, they ping my obviously Colombian phone with the message, "Hey, someone in Colombia is trying to sign in to your account. If this is you, please click on this security link." Click, and voila, my account is open. Simple enough. When I make any purchase on a my XXX credit card, they send a purchase confirmation to my international phone number, "Hey, we see you made a purchase of $43.12 at So and So." Even though the purchase was made in Colombian pesos, they're sophisticated enough to figure all that out. Uber's got it figured out - a guy in Colombia on a Colombian phone making payment with a US credit card - no problem. My bank has it figured out. When I explained this to your rep on Tuesday, basically the response was, "Yeah, well, that's not the way we do things here. Come back to the States and we'll talk."
So being an old guy, I suppose I'm off to figure out Zelle (suggested by some expats here), or Venmo or whatever. I honestly don't have any particular affinity for PayPal other than it was quite easy to use and I'd done so for years. I'm not "mad" at PayPal, just frustrated at some seemingly unnecessary and confusing hoops to jump through that others seem to have easily figured out. Now maybe there are some uber-secret international banking laws that I'm unaware of that force PayPal to make things difficult to impossible to conduct business without a US phone, but my bank doesn't seem to have any problem.
I'm honestly not sure what I expect from this email or it will even get to you since I can't send a message without logging into my account, and I can't log in to my account since I don't have a US phone number. I apparently can't even close my account unless I can pass a security screen meant for someone else. Just thought maybe somebody there might like to know how PayPal is perceived at least by me (and I can't be the only one) as to it's international business model when it comes to something as simple as have a phone number that PayPal doesn't like.
