Uses deceptive billing practices. Splits their cost per kilowatt hour into two charges on the bill: A "basic charge" and a "per kilowatt hour charge". Presumably they do this so that people believe that their pricing is comparable to the national average. But when you add these two things together, you come up with $0.18 per kwh instead of $0.10 per kwh, which is what they list on the bill. Presumably because the national average is around 10 cents and they don't want a bunch of angry customers.

PSE has found a new way to generate revenue. Their web site "looses" payment information and then they disconnect without notice, even though payment is less than 30 days past due, charging a $40 reconnect fee. Their "creative revenue generation plan" costs customers much more than $40 with food spoilage and hotel costs!

PSE are vile. They shut your power off with little notice and then for the trouble say they have to create a new account which requires a new deposit (they just keep the old one) at a low price of $400.
They have a monopoly so they don't care. You're better off dealing with the mafia. I could not wish a greater pox on this company and all that work there. I'd say don't use their service but you don't have choice. File daily complaints against them at [protected]

You pay your bill, they shut off your power anyway? You wait on a phone line forever, they disconnect you. You call back they feed you lines from a sheet. Tell you, you have to pay a reconnection fee. You're power "should" be restored within 24 hours. Meanwhile you have no power, no heat, no way to charge phone to get up and make it to work on time, and you have to throw out all of your food. Do they care about this...no of course not. All because they decided to make an extra buck by making you pay a reactivation fee, that wasn't necessary in the first place. I am TIRED of this government monopoly system.
We have lost power every single month this year and a couple times it’s has been twice a month. I work from home and have lost hundreds of dollars not being able to get online to do my job. They charge an exhorbitant amount for very poor reliability. And the calls don’t help. It keeps happening. All I get is a “vegetation” issue. WELL GET SOMEONE OUT THERE AND CUT IT BACK!
Horrible company. I have friends who have SNO PUD and they are waaaaaay better.
