We rented a house from Bill Stout Properties. They said they would make sure the house was livable. We asked them to fix a leak in the kitchen twice, once in writing and twice on the phone, over almost two weeks. They took a long time to respond, and by then, the leak had caused the kitchen ceiling to collapse! Now we're breathing in fiberglass, insulation, and maybe even lead-based paint. If they had fixed the leak two weeks ago, we wouldn't be dealing with this disaster now.

I called a few plumbers to come and check it out, and they ended up cutting holes in my ceilings to investigate. Turns out, the water leaks weren't connected to my unit. But here's the thing, I can't seem to get any help from Bill Stout Properties, Inc. They just closed up my ceilings without resolving the issue!
So, this one time, Bill Stout sent some plumbers over and guess what? I got billed for it! And to make matters worse, I had to pay the bill right then and there because their office was closed. Can you believe it? I can't even get an invoice from Bill Stout or the plumber company. It's like they don't want to tell me what I'm being charged for!
Honestly, I don't think I should be the one paying for all of this. I've made countless calls to Bill Stout, but they still seem to be scratching their heads, wondering who should foot the bill. It's frustrating because I don't even know what I'm being billed for!

I've been wanting to complain for a while because they never call me back when I have maintenance problems.

As I walked in the door, there was a dead mouse still by the door even after I had filed a maintenance request. The least someone could have done was come and clean up the mouse and sanitize. The mouse is also a health scare and concern. If I move into the apartment, will mice be an issue? There is mouse poop all over the house and in corners, which clearly shows that the apartment hasn't been cleaned. If it had been cleaned, that stuff wouldn't be there along with the mouse traps that were planted. I haven't heard of mice in apartments, and it isn't comforting. The appliances are old and need to be replaced or updated. When I checked the stove, the handle broke and it looks like it hasn't been cleaned since forever. The refrigerator is dirty and dented, and it needs to be replaced as well. The floors could use some cleaning and sanitizing since the apartment hasn't been clean. The bathroom needs a good cleaning too. The hallway leading to the floor has a huge dirt spot, and the carpet is really dirty. This means I can track that dirt into the apartment when/if I move in. The apartment could use a good wipe down and cleaning before it was up for rent.

I'm woken up every night at 4 or 5 in the morning because something is scratching and/or clawing at my bedroom wall. It's really disturbing and I've been dealing with this issue for a while now. I sent in a maintenance request a week ago, but it hasn't been acknowledged. The least the owner or property management can do is acknowledge the request. I pay rent to be here and I wasn't informed about this issue before I moved in a year ago. I never had this problem before and now it's becoming a real issue. I also requested new shades for my living room and hallway because the ones I have fell down. The dumpster is always overfilled with garbage from people passing by, which is attracting more rodents. One of my neighbors had a mice problem and the pest control company, Black Diamond, came but couldn't spray because they couldn't access the crawl space or attic. I need the scratching to stop and the maintenance team needs to start acknowledging tenant requests more quickly. If they don't want to take care of the property, they should just close it down. Not all tenants are Section 8 and I'm not willing to pay for a run-down property infested with pests where my children and I have to live. Bill Stout handles billing and maintenance requests for the apartment complex I live in, but the maintenance requests go unanswered for weeks at a time.
