Dear Consumer Financial Protection Bureau,
I am writing to report an issue I have been facing with Payoneer, a mobile wallet service. On April 28th, 2023, I received a payment of $1352 which cleared on the same day and was made available in my Payoneer balance. However, my problem started when I made a transfer of $1000 to my primary withdrawal receiving account and $100 to my recipient's bank account. According to the transaction information, the payment should have been deposited on May 3rd, 2023.
When I called Payoneer customer service on May 3rd, the agent assured me that the funds were safe and nothing to worry about, and that they would reflect in my account on May 5th, 2023, PH time zone. However, when I called again on May 5th for a follow-up, an agent named Peter from PH customer service was rude and left me hanging on the phone for about 1 hour and 20 minutes. When I asked to speak to a supervisor, the agent insisted on helping me, but his tone changed when I insisted on speaking to someone who could better give me information and pull information beyond their scope. He attacked me for being agitated and insisted that his job was to help me, but I couldn't see how he could.
Despite my patience and providing him with account details to pull, he left me hanging for about 30 minutes, and when I called back, he was still the one who picked up. When I provided some details, he was unresponsive. Finally, I called again, and fortunately, an agent named Shirley acted as if she was not a customer and assumed that she knew the problem by telling me about some pending transactions and documentation that were beyond my main concern. I patiently waited and explained the situation to her, and to my knowledge, she was able to tell me that my receiving account was already closed, which was the reason the funds did not push through. I asked her why it was showing as no longer active on their end, even though my account was active on my end and had some remaining balance. She put me on hold and provided me with information that the funds would be available within the day, but as of May 5th, 2023, EST, I still do not have the funds.
I have been facing this issue for a while now, and I am very frustrated and disappointed with Payoneer's services. The false information about the availability of funds, the wrong assumptive information about my personal account, and the unreliable customer service, especially the behavior of the PH customer service, have caused me great inconvenience and mental stress. I would like to escalate this matter and request your assistance in resolving this issue.

My bank account was closed in August 2019 and forgot to update new bank account.
I was sick and realized in December 2022 that my account was blocked.

They are making it hard. I sell on Walmart Market Place my PAYMENT PROCESSOR IS PAYONEER and ACTIVE.
The account is a business account but my employee set it up and it's on her name. She left the company and Payoneer does not want to update the account.

Five Verification docs rejected and funds locks for no reason
My funds have been locked because i have to verify my address. I have provided 5 different documents which clearly show my address. Even a bank account statement which shows all information as asked in the their sample Statement.
The same address has been reject five times, my National ID, two bank letters, Bank statement, Utility bill with family name.
This has been going on since January, it is beyond frustrating, and i get no response, i have even asked to refund and close the account multiple time.
This practice is queationable to say the least!
Desired outcome: Verify my account or refund the money and close account. Payoneer has no right locking my money and rejecting perfectly valid documents.
I wish for Payoneer to re-instate my account and allow me access to changing my business name.
For over a year, I have been trying to withdraw money from my Tunecore account. They solely provide payments to customers through Payoneer, and Payoneer has since deactivated my account because they claim I have violated their terms of service. They will not specify in their email which of these terms of service I have violated. The email just mentions these possibilities:
1.) potential risk associated with an account
2.) complaints filed to Payoneer about an account holder’s activities
3.) company websites with questionable content
4.) raudulent activity detected in an account
...none of which are true.
This all started in February of 2022, when I tried to update my business account name to my new LLC and they failed to accept my documentation. When I tried starting a new account under the correct business name, they claimed that was a breach of the terms of service, but left my main account active. When I recently tried to change my business name with my social security card, drivers license, and LLC Articles of Formation, they said I was under review. Then, just today, I attempted to follow up by logging in, and my account had been suspended.
None of the information I provided was false or fraudulent, but I no longer can contact Payoneer.
Change in date of birth on my account
Upon signing up I made a mistake in my date of birth. I submitted valid govt ID's coz it was required. I was not aware that it's the DOB issue until a few days after. So i resubmitted again the ID's.They said that it will take 2 business days, i waited until the next week. I called again their hotline inquiring about the said issue, still they said to wait for another 2 days, so I waited and I called mutiple times.I even asked the agent to make this a high priority,I waited again then I called then agent said within the day but then emailed me that no one is available at the acounts department so I waited again, Today, i did a live chat with an agent, that agent said that it was forwarded 2 days ago and that a resolution will happen within the day, that it was an URGENT issue now. I was very skeptical at that point and yet again an email from an agent said to wait again for 2-3 business days so that negates the URGERNT status. I have been waiting for almost two week now and it's very disappointing. I do not understand why it takes so long for a change of DOB. I need this to be resolved ASAP.

Payoneer back to the same old tricks again and apparently they are losing big money again and need to resort to siphoning off small users to use their funds to cover their internal losses on FTX and Forex.
Once in a year or two, they would randomly pick a few thousand accounts to "freeze" and then go on a merry go round with the user to ask for this and that docs, only to reject and then reupload and then reject again and again.
For those who can afford to lose their funds, the user would just forget about the funds and Payoneer gets to keep them, utilizing them for their own usage. That, as we have seen on FTX, can amount to billions. All their BS about returning the funds to the original payee is BS because I have friends with hundreds of thousands stucked with Payoneer for years, not returned to the original payee at all.
I have seen and witnessed this too often and have written to mastercard a few times, and was advised that if an illegal act is committed, then I should file a report with the authority with jurisdiction. However, since Payoneer is HUGE, one or two complains would not make a difference, so I have decided to setup a domain and is encouraging those with IT and web design knowledge that has suffered at the hands of Payoneer to come forth to help maintain the website so that we can collate all the necessary information with a view to lodge an official complaint and maybe even initiate a class action suite. I missed this and so I am adding it here for the benefit of others. From experience, once Payoneer says your account is frozen and asked for documents that you have ALREADY submitted in the past, that means that you are royally screwed and nothing you do will ever reactivated your account again. The so-called documents submission is only a hoodwink to wear and tire users out, so that they give up eventually, resulting in Payoneer keeping the money ILLEGALLY. that's how Payoneer makes money, it is basically a Pyramid company.
Refusal of Payment
I was supposed to receive a payment on March 14, but it didn't happen and didn't receive any notification that additional information was needed. I uploaded documentation on March 15, it says it is under review. I have messaged them thru their service request and have called them, for 2 weeks and nothing has been resolved. All I get is the runaround. I called them on the phone on 3/28 twice and both times I got different answers that it was another department that needed to handle it and that they would let me know. At this point, I have not been notified starting March 1st that any other documents were needed, no follow-up from anybody giving me an answer as to when I will be paid.

Payoneer seems to be scamming me. They asked me to provide a verification of my company details in order to receive a payment. I did provide it. It has been weeks, and they don't accept it because, in their own words, it has all the information necessary, but it is not a government issued document. The problem is: The document provided is a government issued document. I got in contact with them multiple times. And no solution was provided. And my payment is still being held by Payoneer without a valid explanation.

Payoneer stealing 5500+ usd from my balance
I tried to log into my account today and found out that I was not allowed to do it.
The message I received was "Account Blocked".
I contacted support via live chat and the representative said that my account was reviewed and they found that I had infringed the terms and conditions so that they decided to close my account.
When I asked what the reason was, or what violation I had committed, they said that they could not provide any information.
When I asked who I could talk to get support or an explanation, they said that there was no one who would help me.
When I asked how I could get my money back, they said It was not possible to retrieve those funds.
When I asked if any further actions would be taken by Payoneer on my situation, they said no further actions will be taken.
When I asked if there was something I could do to get the money, they said there was nothing I could do.
I am sure there is a miss procedure here or a misunderstanding but It seems unbelievable how they could treat their costumers like this.

Payoneer blocked my payoneer account and steal my money $600
I had $600 in my payoneer that I earned from my clients.
Payoneer blocked my accounts and didn't return the money.
I couldn't withdraw the money to my bank, couldn't transfer to any of other payoneer users.

My funds are being held illegally
My relationship with Payoneer was flawless from the beginning of 2019 April 2022, when suddenly I could no longer withdraw funds or make any type of payments using my Payoneer account. I had reached to Customer Service multiple times and learned that my account was under a supposed "review" and I would soon receive an update regarding its status.
On 15 May 2022, Payoneer alerted me via email that I would no longer be able to use my account as it has been blocked permanently and cannot be reopened for any reason. However, no explanation has been offered as to why that happened. They simply said that the reason cannot be disclosed "due to company policy", which consider unacceptable given that I was actively using my account and had remaining funds in it.
Furthermore, on August 2021 and February 2022, the Terms and Conditions of Payoneer stated that:
"17.6 We may close, suspend, or limit your access to your use of the Payoneer Services and/or limit access to your funds for up to 180 days (or longer if pursuant to a court order or other legal process) if you violate these Terms and Conditions or any other agreement you enter into with Payoneer, or pursuant to any proprietary fraud and risk modeling used by Payoneer when assessing the risk associated with your use of the Payoneer Services. We may also limit your access to funds per the instructions of law enforcement or our regulators."
"24.2 Together with a termination notice or at any time thereafter we may give you instructions on how to withdraw remaining funds."

At the moment, over 180 days had passed and I received no instructions on how to access the remaining funds.
I received the link to both documents when I inquired about my problem via Payoneer Facebook Support, but still received no assistance regarding how to access my remaining funds.
My last email to Customer Support was on 17 November, with no success.
I am no financial regulator, but I'm sure it is illegal for them to simply freeze my funds indefinitely given that I committed no crime. It is their right to no longer offer me their services, but I am entitled to withdraw my hard earned money. I have been quite patient over the extremely tough 6 months, but I can no longer accept this situation.
Please tell me that there is something that can be done. As you can see in the attached screenshots, Payoneer Customer "Care" is not willing to do anything to help.
