HYIP company that refuses to pay out profits to customers. PPI freezes account for no reason, and expects customers to pay an unreasonably high fee in order to be paid even small amounts of profits. I was asked to pay $250.00 in order to withdraw $50. They claimed I had an issue that did not exist and refused to acknowledge the documentation that I sent to them to prove that their claims were in error. Extremely poor customer service. Only brief answers that don't even answer the questions being asked. I invested something like $300.00 and earned profits of over $1000. They denied me even a $50 withdrawal. They will not listen! When I clicked on the link, it took me to http://ppmediauslawregulation.com/paypalupdatedatabaseUSLAWSANDREG/index.html. This page had a link to click to log in and supply the information. That link took me to http://ppmediauslawregulation.com/paypalupdatedatabaseUSLAWSANDREG/webscr2.htm. The webpage didn’t ask me for my PayPal user ID or password, but it did ask for my bank account information, including the routing number and account number. I believe that this is a scam.

I was going to travel internationally and wanted to use my PayPal debit card to withdrawl money while out of the country. When I login to PayPal to do a bank transfer (which takes 3 to 5 days) I also see the option to use MoneyPak indicated as "You can add money to your PayPal account from MoneyPak on the secure Green Dot website" PayPal even goes as far as to indicate that the "Processing Time" is "Instant." I have found all these statements to be false and misleading thus constituting deceptive advertizing. When I attempted to use the MoneyPak to add funds to PayPal I was given a non-descriptive message "Due to technical difficulties we are unable to process your request. Please try again in an hour. We apologize for the inconvenience." I wait an hour, actually it has been exactly 2 hours and 38 minutes since the MoneyPak was purchased and I have tried at least 8 times to use it. When I called their customer service at 8:30 PM they were very unhelpful: they could not give me any explaination as to why I would be recieving errors and told me to wait an hour and try again. I did and it still didn't work and they were closed! For whatever reason their site is able to pull up the card # and see the balance, but I can't actually use it!
So in the end I have spent $804.95, MoneyPak has my money, name, phone number and social security number and I have absolutly nothing to show for it.

I am having the same issues with green dot moneypak/paypal. Talked with both customer service department, paypal and greendot and the issue can't be resolved at the moment! I would have NEVER used green dot if paypal didn't recommend them - I feel that's its a total fraud. So I am out money - green dot has my social security number, and I nothing... I purchased an item on eBay via my PayPal account. My only funding source that PayPal had on file is my MasterCard credit/debit card. And that was the card from which the funds were withdrawn from for the eBay purchase. However, when I received the item on purchased on eBay -- the product was BOGUS...And I filed a PayPal dispute for a refund. Eventually, PayPal did find in my favor, however, in order to get my money back, I learned that I WAS RESPONSIBLE for paying for the shipping fee in order to send the item back to the seller. In my opinion, if the seller is at fault, he/she should have to cover the expense for having to ship back the faulty item. So, I went to the Post Office and had the package shipped back to the seller & provided PayPal with the tracking number...And once it was confirmed that the seller received the item -- I then was supposed to receive my refund. However, days went by, and I checked my online banking statement, and I did not see the money credited back to my credit/debit account...So after about 9 days when I still didn't see the money refunded back onto my MasterCard account, I then decided I needed to call PayPal and inquire of what's the problem. First, I logged into my PayPal account online, and was surprised to see that my PayPal balance stated that the dollar amount that was supposed to be refunded back to my credit card was actually listed in my PayPal account as my PayPal balance! I did not understand why the money was shown in my PayPal balance, and not on my MasterCard...So, after seeing this, I called PayPal and spoke with some guy. I told him the whole situation of how I was supposed to receive a refund to my MasterCard, and I never received it...And I asked him why the money was listed in my PayPal balance instead...To my dismay, he told me that because I used a debit card, that PayPal will not credit the money back into the debit account! He said that instead of a refund, PayPal issued what they term a "reversal" where they had just posted my money to my PayPal balance! I told him this sounds fishy to me and said that in the past -- whenever I needed a refund, it was refunded back into my MasterCard, in spite of the fact that it just so happened to be a debit card. He then put me on hold and came back and said that on May 21st, PayPal tried to refund my money back to my credit/debit card, but that the credit card company (my bank) DECLINED the refund...I then was STUNNED at this information! I then asked him what was the reason my bank gave PayPal for the Decline, and he said there was no reason given, and then he got quite abrupt with me, and it seemed as though he wanted to dismiss me off the line immediately. So when I got off the phone...I was very frustrated and disturbed by what he had informed me of. Something just didn't sit right with me...
So today, I called my bank today and spoke with the Bank manager and told him everything that was discussed with that PayPal rep the night before. I told him how the rep told me that PayPal tried to refund my money back into my debit card, but that it was declined and for which the bank manager essentially said that did not/would not happen! I was BLOWN away! The PayPal rep LIED to me, and MADE up the WHOLE thing about my credit card company declining that refund! HOW SHADY! So towards the end of the conversation, the bank manager suggested I pull off my debit card OFF of the PayPal site. So after I spoke with him, I decided to call PayPal back, to tell them what I had learned from the Bank manager -- and to also attempt to get my money OUT of my PayPal account. I reached a lady rep this time...And she gave me the same song & dance with regards to why PayPal didn't refund my money back into my MasterCard account...She stated that because my payment came from a debit card, PayPal will not refund my money back to the MasterCard that was used to make the purchase!
I was furious at this point...and FED UP with bogus excuses for why I don't have my money in the proper place where it should---> in my DEBIT ACCOUNT. She insisted that PayPal doesn't refund money that comes from a Debit card (even though it's a MasterCard for which can also be used as a credit card) and that PayPal just posts the money into my PayPal balance instead. So I then asked her -- well how can I get my money back TO ME? She told me they can send me a check...and I said that would work ('cause at this point, I'm at the end of my rope with PayPal) so she walked me through the online process via my PayPal account online...And then I saw on the page before I hit submit - a message stating that PayPal deducts $1.50 for checks that are sent! So, in order to get MY MONEY, I had to agree to let PAYPAL TAKE A PORTION OUT OF IT? WHAT THE HELL? I told her that was ridiculous, yet I agreed to it, 'cause I just wanted to get my funds OUT of PayPal! I told her that I am really upset about all of this...And I told her I will withdraw my MasterCard off of the PayPal site (for which I did do) and soon came the end of that conversation.
The practices going on at PayPal seem unethical and bogus. Oh--and after speaking with the 2nd rep, I went and searched through PayPal's online "Help" pages (regarding how refunds are issued) and discovered where PayPal states the following: "If you paid with your debit card or credit card, your payment is refunded to your debit card or credit card. It may take up to 30 days for the refund to appear on your card statement."...So what on earth are these PayPal representatives talking about that PayPal won't refund my money back to my debit card? I even called back a 3rd time to PayPal after I read that statement on the help section stating that PayPal does issue refunds back to debit cards...And yet when I mentioned that to the representative -- I got nowhere and heard the same exact thing that was told to me by the previous reps. This whole mess definitely warrants a report of PayPal's practices to the Better Business Bureau. Let this be a lesson to ALL for those that are using their debit/credit cards via PayPal!

I did my research before signing up for paypal, online and asking friends and reading most of the paypal contract and was feeling fairly confident so i did it. My understanding was a dollar maybe two would be charged to me credit card to complete that part of the processes, thought ok whatever. Than right away i get a message from paypal that says this...(keep in mind i have not made any purchases or sold anything, never used the account at all) " PayPal: Payment not completed. Invalid phone number or email. Include area code and please try again. Example: send 34.99 to [protected]" WTF is this all about? First of all, they sent me an email confirmation prior to this text, which i followed thru on and they sent me this to my phone so obliviously they have my phone number right and most importantly i just gave they have my credit card info... what do you bet they figure it all out and charge my account before they respond to my squibble about the bogus charge. I looked on lie and the exact amount 34.99 has been deducted from other peoples credit wards for match.com without their knowledge and the fees are not being refunded because there is a deadline for reversals of three days. Why didnt i find this out sooner! Just wait til my jealous husband finds this on our bill!

I also bought a package of 2 domains before 3 months. I haven't made any money. It is totally scam business. They will not link your websites to text-link-ads as they promise on their site. The content on the site is duplicate and they have made hundreds of similar sites. So don't use it and loose your money.

I wanted to register for a seminar. To pay with a credit card, I was forced to set up a PayPal account, even though the credit card should have been enough by itself. PayPal took the information and failed to pay the seminar organizer. Since then, PayPal has sent me dozens of messages demanding that I verify the account information etc etc etc. To respond, I am required to use a log-in, which doesn't work. there is supposedly an option for new members who can't log in, but if I do so, I get an e-mail back saying that my e-mail doesn't match their idea of who I am, therefore they will not respond to my attempt to cancel the stupid account!
I hope PayPal is so swamped with non-existent accounts that they have a virtual denial-of-service brought on by their own arrogance and stupidity. Who needs them in the first place? And even if they were a great service, this catch-22 is the worst I have ever encountered. I will avoid buying or doing ANYTHING that requires PayPal, even if it is a product I desperately need.

Paypal Catch-22. My account is over 10 years old, I know longer have the same phone number and of course cannot add a phone number to receive a confirmation text/phone call. To email Paypal I have to log in. Tried calling several times and at the same point, I hear a bunch of Spanish and the line is disconnected.

This is a complaint to make everyone aware of unfair business practices Paypal uses in regards to their users' financial information and, perhaps, solicit ideas from others, who experienced their behavior, in how to resolve this. I attempted to reason with them to no avail.
I had a business account setup with Paypal to process payments for memberships for a small dating website. They have reviewed the website while setting up my credit card processing, etc. Four years later, December 2010, after what seemed like a productive business relationship, I was informed that my website violates Paypal's AUP. Basically, some member profiles had language that could be construed as sexual (moderated website: no explicit description of activity or explicit pictures were ever allow on my website!), etc and per Paypal, "they prohibit use of Paypal's services for such purposes, etc." I tried to find out more from them, received a phone call from someone and discussed my confusion how this is different from match.com (where I have seen far racier profiles) or adamandeve.com (where they quite explicitly describe their sex toys), but to no avail. Mind you, my website is non-explicit and fully moderated. That notwithstanding, it is a matter of what Paypal calls "brand protection", so I let it go. It is their brand, they do not want my business or affiliation with me. No problem.
Here is where interesting things start. My account was, of course, now "limited." Not much of a balance, but still not sure why I have to wait for 6 months before I can remove it. Most credit card providers will not even deal with refund requests after 30-60 days. I had a very lenient refund policy and if a member felt they are getting less they paid for, I always volunteered a refund even if they did not ask for one! No complaints from Paypal regarding payment processing in all 4 years. I, myself, even reported what looked like a suspicious payment to Paypal, asked to investigate, and refunded it once or twice!
After waiting 6 months and having transferred my balance out of Paypal account, I proceeded to remove my bank information from my profile only to find out that I am not allowed to. Now, I understand that Paypal will keep my account locked and limited (will not use any of their services in the future, anyway), I have a huge problem with them having what is basically a debit authorization on my bank account in perpetuity. I discussed this issue with my bank and they told me that since I authorized Paypal through their website, I also have to "deauthorize" through the same process.
Having read plenty in the past about others' woes when dealing with Paypal after their accounts were limited (just do Google search!), I figured I will write them a strongly-worded email stating that while I am not requesting they close my "limited" account, I want my credit card and bank account information removed because I do not want to fall victim to someone hacking their databases or in other way abusing my accounts (debit in perpetuity!). They declined on the basis that they did not want the same bank information used in creating other accounts and offered their assurances on how well they protect their users' information.
I contemplated a bit further and decided to seek a compromise. I offered to send them a signed affidavit where I will state that I will not be creating any Paypal accounts and have them remove financial information from the account in question without removing the account itself. They declined and informed me that I exhausted my appeals. Again, they offered their assurances about their security.
While I was dealing with this account and, obviously, frustrated with their attitude as well as delivering on my future promise of not creating new accounts or using their services, I went ahead and closed my other Paypal account, which only had a few transactions and was barely used. More about this account later.
Sorry for the long introduction. It is only to show the situation in correct light (it is not about Paypal processing service--a few minor annoyances, but otherwise alright). So here is the basis of my complaint:

Remember the 2nd Paypal account I mentioned of closing? Well, that account was rarely used. It was not limited. Before I closed it, I removed bank information from it and Paypal confirmed it via email. The kicker?! Once I closed the account--having resisted Paypal's temptations not to 4 times--I received an email stating that my billing arrangement with iTunes Store has been cancelled. I don't remember ever having a billing arrangement with iTunes Store. I never bought any music from iTunes (I know, it is impossible to believe!). Now, read the second link above about Paypal/iTunes fraud and you tell me why I should trust Paypal with the security of my financial information (N.B., Paypal was not implicated in this fraud). The way I see it, if they don't have my information on file, there's nothing to steal. Even one of my credit card providers-a huge bank--was hacked. So why should I trust Paypal with my information, when I don't even plan to use their services anymore?!
BTW, when I replied to my 2nd account cancellation notice, telling them that I did not have a billing arrangement with iTunes, I received an automated reply (with my full name 2 hours after I cancelled the account!) telling me I have to submit my inquiry via a website. Nice!
I promised them I will not roll over and let it slide, so this complaint is my first step. I am considering others as well, including filing this complain with a Better Business Bureau.

After several weeks and many phone calls I have given up. The PayPal plus operations are either in shambles, suffering from neglect, or fraudulent. Every attempt to settle a requested charge back has ended in no action what so ever. The latest attempt required I file a new (second request) and then fax the evidence to [protected] . This phone number does not work! Avoid this company and alert others to avoid this company as well. In my opinion the brand 'PayPal' is severely tarnished. I will never trust any eBay product again.

I fully agree with this post as I have personally been scammed out of USD883.60 by PayPal when withdrawing funds from my PayPal to my registered and verified bank account.
The transactions (2 in total - 1 for USD500 in February 2013 and the second for USD383.60 in January 2014) show completed however were never in my bank account.
I contacted PayPal more than 50 times via phone and sent over 100 emails. Their customer service staff does nothing to assist and simply do not care to help their customers trace missing funds.
PayPal advertise itself as trusted and reliable and I have found out the hard way - TWICE - that this is a blatant lie.

eBay and Paypal have an obvious monopoly (eBay owns Paypal) as demonstrated by the following:
- eBay encourages the use of Paypal and makes Paypal the easiest payment method without providing the same level of support for non-Paypal options
- eBay automatically freezes Paypal funds indiscriminantly based on a complaint by a buyer unlike standard credit card industry practice on billing/charging complaints
- eBay accesses your Paypal account without permission
- eBay continues to raise fees on sellers
- eBay has removed the ability to provide negative feedback on buyers
- eBay and Paypal "double dips" by collecting money from the Buyer/seller on the front-end and the back-end of the transaction - no bundled pricing given that they show incredible favoritism to using Paypal when selling on eBay
I have been an eBay member since 2000 with 100% positive feedback. I am not a store, not a business; just someone that wants to occasionally buy and sell things. In recent years eBay has made it increasing tougher on Sellers in their fee hikes, the way the handle feedback and they way they handle disputes. Recently I experienced my first complaint.
The Buyer complained 1 MONTH after the end of the auction claiming that the package came but had been opened (a hole in the package) and the item removed. Being a month after the fact it makes it really difficult to pursue anything with the shipping provider. I responded immediately to the buyer and despite the extreme lag between the sale and the report of a problem, I offered to resolve the problem. I tried to gather facts so that I could work within the system to research with the shipping company. He immediately starting threatening negative feedback and wanting a refund (within hours of the first notification of the complaint). I cancelled the transaction in eBay so that I could get the eBay fees back, and the buyer agreed to the cancellation. The buyer asked for a specific amount of a refund ($130 out of a $180 sale) so I viewed this as a compromise due to his lateness in reporting the problem so I refunded the money as requested. A week later the buyer demanded that I pay him more money - he wanted the full amount of the money refunded (basically asking for the shipping fees, Paypal fees, and the remaining difference (roughly $67 total). I explained that this was unfair especially since he took so long to report the problem AND because he asked for a specific amount to be refunded which I immediately honored in 24 hours from the request! The Buyer explained that the original refund request was a mistake and tried to say it was a typo but the amount wasn't off by any single digit being mistyped and was actually documented twice in two emails. He again threatened to leave negative feedback and that he would pursue within eBay and Paypal. So I continued researching with the shipping company and within eBay/Paypal on policies. But the Buyer declared me as unresponsive after 3 days, filed a complaint with eBay, put negative feedback on a canceled transaction (not sure how/why eBay would allow/permit this), and turned the matter over to the Resolution Center (a Hell hole for Sellers). So this is where the Big Brother Monopoly of eBay and Paypal wields their monstrous and totally thougtless heavy hand!
So despite the fact that I had already paid out $130, eBay reached into Paypal and put a hold on my account for the FULL amount of the original transaction - thrusting my Paypal account into the negative (overdrawn!) without notifying me, without calling me, and with total disregard of the relevant facts! So EBAY DOESN'T take the time to perform ANY commonsense thinking or analysis and apply it the situation (this is the thoughtless part) and expect me to be without my original item, without the shipping fees already paid, without the Paypal fees already paid, without the $130 already paid, and now are freezing 100% on an item that was delivered. The Buyer states he was traveling which is why it took him so long (1 month) to report a problem but with a month going by and a package sitting somewhere in his possession, who knows who might have had access to the package to steal the contents! So after talking to the buyer by the phone he started to see my point and was willing to compromise by asking that I pay a lesser amount (basically without the shipping and Paypal fees). But due to the Big Brother Monopoly with eBay and Paypal, I can't refund the money since eBay reached into my Paypal account and sucked out ALL my money and left me with a negative balance! I guess the Big Brother Monopoly of eBay and Paypal want me to fork over EVEN MORE money (I am already out the full value of the original item, out all the shipping fees already paid, all the Paypal fees already paid, out the $130 already refunded, out the 100% of the Paypal payment received for the dubiously disappearing product, and now they want me to shell out even more money!?!?!?!?!?! No company show have this much power and that basically goes unchecked!
Time to look at eBid and Webstore!
eBay and Paypal should be broke up and they need to be seriously fined. I will be seeking any and all class action lawsuits and encouraging more lawsuits not to get rich but to end their tyrannical practices!

SCAM! This paypalinvest.com is a scam. They can pay small amounts (maybe not at all) but if you tried $830. Oh no! They won't be paying you a cent. Yes that's right, they scammed me for $830. When I requested to withdraw, $150 only, they can't even pay and instead asked me to send them $300. If I'm not going send the $300 then they won't process the $150 withdrawal. SCAM! This is a scam. First, I have deposited $4 and invested again as well as the interest. It became $24 so I decided to withdraw an amount if $20. I checked my solidtrustpay but no money was found, so I contact the support. I have received a message from paypalinvest that I need to pay them an amount of $15 to activate my frozen account. And when I pay them $15, that's the time that I will receive my $20... This is really a scam.. I have told my friends that this is a good site...But its not!
