USAJobs Announcement number: IL-11083665-AR-21-094

On April 26, 2021 completed and submitted my application on USAJOBs for the aforementioned position with a title of Sexual Assault Response Coordinator. On May 19, 2021 the system automatically rejected my application because I did not submit a transcript with my application.

It is my belief the system automatically and unfairly rejected my application for the reason that the position announcement states that a transcript is only necessary if using education to qualify. I, however, am a college graduate with a BA earned in 1996 in social science. The rest of my application package indicates my degree completion and also indicates that since graduation in 1996 I have been in a college graduate position. After graduation I was commission as an Army Officer and after separation I assumed and am currently holding a lateral position with USDOL-WHD as (GS12).

In the "Required Documents" field of the announcement, in sub paragraph 2, the announcement states: "Please make sure you have included other documents required for your application, such as a copy of your transcript (if using education to qualify)...

Reading down further in the announcement just above the paragraph titled"Benefits"there is a blue box and the first remark in the blue box is"If you are relying on your education to meet qualification requirements: "

Both statements insinuate that the submission of a transcript is not necessary for the application to qualify for submission to the hiring authority.

Had I believed that my circumstances required the submission of a transcript I would have done so but having graduated from an accredited university about 25 years ago and because that experience has been continuously demonstrated through my professional career on my resume and my SF50, the submission of a transcript wasn't necessary.

On May 21, 2021 I spoke with Ms. Carolyn Yates (217) 761-3513 to appeal and request my application be provided to the hiring authority for consideration. Ms. Yates refused my request with a basic synopsis of belief the announcement was clear on the necessity to submit a transcript.

In conclusion, I believe the system unfairly and automatically rejected my application without cause. I do not believe this is a human error but am asking to be allowed to compete with the other applicants for this position under this announcement number.

USAJobs Unfair hiring practice – inappropriate rejection

Complaint:

Subject: COMPLAINT OF INELIGIBILITY DUE TO "AREA OF CONSIDERATION" FOR VIN [protected]
1. I was found ineligible for GS-1083-13, Vacancy Identification Number: [protected]; "You were not considered because you do not meet the Area of Consideration requirements as specified in the announcement." This position was at the HR-APF-DDHBMC MARSHALL CENTER in Garmisch, Germany.
2. The announcement clearly stated that relocation would be provided if needed. I would not need relocation since I would not be bringing my household goods and would be travelling alone. If I applied even though relocation was not provided, I would assume that I would bear the cost of travel there upon myself. Therefore, rejecting my application because I was not in the local vicinity is not valid.
3. This is an academic position, yet the job description did not list any educational requirements.
4. The academic field was not specified.
5. Co-ordinating peer reviews of documentation was required for the position, yet it is actually not required to fulfill the requirements of the position. Normally only heads of departments at universities and publishers at academic publishing houses have this experience.
6. Paragraph 3-5 present the persona that the position was pre-selected and that person already works for the Marshall Center and does not have a relevant degree (or any degree). Extensive experience in academic citation styles would be required for this position. This is normally taught at the university level.

Since it is unlawful to discriminate against persons due to geographic location and to direct U.S. funds for personal benefit (giving a job to a friend), I ask for an investigation as to why I was rejected for no rational reason. Again, the position advertised that relocation would be provided; if funding was actually not provided, I would pay for my own transportation. I have been there before and know how to get there and the cost of travel.

The USAJobs system and its ever-increasing complicated and cumbersome processes is totally UNACCEPTABLE! Same can also be stated about Login.gov , another layer of "security" to access or use ones USA Jobs account and profile. Also, the hiring processes have become more complicated, lengthy and also user - Unfriendly. Same can also be stated about some HR bureaucrats with several agencies. It makes it look bad for those within government to recruit qualified or well-qualified applicants, including those with disability issues, those having reinstatement eligibility, etc. etc.

USAJobs usajobs website

It's horribly inefficient and time-consuming. Your IT people took the worst ideas possible -- routing contact/help links back to the same page that people hit them (instead of a to a common contact page with drop-down lists for specifying the nature/ department), not allowing people to choose new security questions after failing them, not allowing requests for new passwords without using the dreaded security questions, etc. -- and created one of the worst job board websites the world has ever seen.

USAJobs Waste of time

Do not waste your time trying to find a job on www.usajobs.gov. I am a qualified specialist and have many years of experience, but even I am not enough suitable for these guys. I applied for many jobs and never ever had an interview, no one ever called me.
If you really want to find a job here you need to have millions of years of experience, otherwise you don't have a chance. They need only veterans. They are not interested in young specialists and that in my opinion is wrong.

Getting a job isn't about what website you can use. It's about who you know. Don't know anyone who has hiring authority where you want to work? You're SOL.

USAJobs Unreliable and full of glitches

Unreliable and full of glitches. Worst of all, the jobs are hard to come by, and if you're not a veteran, you have very little chance of getting employment. Avoid this.
