Allowing me not to proceed opening an account from this bank for unjustifiable reason

Greetings!
I, PEDRO MARTIN DE GUZMAN, 52 y/o, married, Retired PNP Personnel effective January 31, 2021 and a resident of Brgy Lucao District, Dagupan City.
I heard from news, officemates, friends and others that BDO is really one of the leading banks not only here in the country but around the world. With this, it is so much desire that one day I wanted to open my account from BDO which I know this bank can be able to meet my needs in terms of financial service, pay bills and other fastest means transactions.
Unexpectedly, I was bothered of what I experienced when I went personally to BDO Dagupan City Branch located at Tapuac District, Dagupan City at around 11:00 o'clock AM on February 16, 2021 to open an account from that bank. I was then excited that day because it was my first time to open a BDO account. While inside the bank, I was entertained by the bank personnel in-charged by the name Mona. I asked the requirements at once and she said "two (2) valid IDs. So, I brought out my two (2) valid IDs and gave to her. I presented my Retiree ID from the PNP and my Professional Regulation Commission (PRC). After handing to her, she asked me additional ID. At this juncture, I gave my Professional Driver's License to her. She also asked me if this was my first time to open an account; I responded positively. After verifying in the data system and inquiring to other bank personnel, she told me that I cannot proceed to open an account because of I am a Retired Philippine National Police with a rank of Police Lieutenant which needs an approval from their higher officer. Then, she gave me a piece of paper to write my name and my contact number which I've done and advised me to wait for 1 to 2 days for a phone call whether I can proceed to open an account thereat or I've been rejected. This time, I inquired her, what is the problem. Did you see any negative from your data system if I have any previous account from you? She replied nothing. Then why I cannot proceed? She did not give any further answer but rather advise me to wait for the call.
To tell you honestly, a rank of Police Lieutenant in the PNP is the lowest rank of the Police Commissioned Officer. I am a person with a low profile and living in a simple life.
What bothers to me if truly this is your Rules and Regulations that any member of the PNP whether an active or retired personnel is barred from your Bank to open an account. Is this your bank policy that you are prohibiting men in uniform to open any account? If this is so, I would rather bring it the matter to the PNP organization or to the Central Bank of the Philippines if really this is what you are implementing in the BDO.
Despite of my eagerness to be one of your bank clients, I was so much frustrated of what happened to me which gave me stress and anxiety. I have no intention to destroy against anybody but I am appealing to take immediate action with my issues and concerns at the soonest possible time and please let me know with my contact nr [protected].

Hi goodmorning BDO!
I loaded my number yesterday worth 400 pesos and unfortunately it got deducted but I Didn't receive anything.
I got an error saying transaction delayed and that i have to wait 1 hr but it's been almost 12 hours now but i am still not getting anything!
It's not a big amount but it still doesn't make sense that i will not get anything after deducting it to my account! Please fix this!

It has been two days I did mobile reload of Php300 using the bdo online banking app account was debited but no load was received. No email confirmation of the transaction.

most of the time na mag loload ako ng enrolled mobile number ko using bdo online magiging unsuccessful transaction pero ma babawasan yung account ko and after a few hours papasok naman yung load sakin pero last night i try to load my mobile number again pero until today wala parin pumapasok na load sakin kahit na deduct sa account ko, na iinis na ako kaka antay sa load. maibabalik paba yun sakin?

Last 6 load (P100 each) transactions were unsuccessful due to delayed services but it was already deducted to my account. until now no load comes yet.
Please refund my P600 load or load my mobile number instead.
BDO prepaid load unsuccessful but deducted
I have load 100 pesos and it said to wait for a hour for the load to be successful but its almost 3 hours have passed and I haven't receive any load yet but it was already deducted in my account.

I tried loading my enrolled prepaid number but I didn't received the load. It happened twice now and i'm pissed already. It's been 2 days and I didn't received the load. I hope this would reach them. I tried waiting patiently but now I am really out of patience. Although this is just 100 pesos, sayang pa din siya. Please do resolve this matter. I hope na hindi na ‘to maulit.

I enrolled my boyfriends phone number and have it reload but it was unsuccessful.. It was a smart/tnt mobile number.. Upon checking my balance it was debited but did not recieve any load.

Prepaid load of 1000 pesos that did not receive
January 22, 2021, at around 6:30ish something in the afternoon I processed to load my number and got an error that it may take for a while and process an hour later. An hour has passed, but no load received eventually my account got deducted, as you can see the status of the transaction was unsuccessful, so no deduction should happen! Please see referenced below:

According to griffin atlas who spoke to his bank on Saturday morning and today at 10am. The BDO has not submitted the payment back to his account.
The branch manager at SM branch BDO Where my account is held informed me the transfer would be issued back within 24 hours.
Also I would like to file a formal complaint for the informal way of working at the SM branch and in the incompetence of the staff there that are unable to handle transactions of this size and have not been properly educated to do their job.
The bdo has also not replied the BOC or CITI bank via the official channels.

1. After my 2 email to Ms Jessica dela Cruz with NO REPLY, on Oct 1, 2020 @ 11:07am finally endored and informed Ms Manalili to assist us in our loan account.
2. On Oct 1, 2020 @ 12:11pm via email, requested Ms Manalili to furnish us official Statement of Account of our auto-loan for us to fully pay. NO REPLY.
3. On Oct 1, 2020 @ 12:14am via email, requested Ms Kristalyn Garcia to furnish us official Statement of Account for our auto-loan, NO REPLY.
4. On Oct 5, 2020 @ 9:13am via email, PRIMEResult Payment Collection was informed of our request and called us with a commitment to furnish us with a Statement of Account. After more than 1 week, NO RESPONSE. NO DOCUMENT.

1. Impose discipline to Ms Camille Manalili, poor performance.

Account hacked and taken over
On the 25th of august, my bank account got taken over by a member of the bdo staff, they used an iphone which I dont own, they overtake my account, adjust the settings and took p100000 from my account, my boyfriend contacted customer service and told them of the incident, and they locked the account, but it was too late, the money was gone, I went to the bank to see the bank manager to lodge a complaint, he told me I had to wait 1-3 months, if I wait till then, I will lose my house, I will lose my job, can you do anything to speed up this process, I have lost money from this bank before, and the manager said that he cannot do nothing cause its new mangenment, I have evidence and I wish you can help me. I would like to report a fraud case using BDO account. I transact a business with Leah Marie Imperial Amaro last friday August 13, 2020. Bumili ako nang product sa kanya. At first she told me to pay her using Gcash but I refused. Sabi ko bank to bank transaction na lang. So she gave me her BDO ACCOUNT NUMBER [protected]. And I deposited P15, 000 to that bank account. When I verified it the next day at the bank, Hindi pala sa kanya nakapangalan yung bank account. And by that time, hindi ko na siya macontact through phone or facebook. And I realized I was being SCAM.
I am writing to let the management know that a certain person in the name of Leah Marie is victimizing people on facebook using the bank account stated above. I would like to ask your help to contact the person owning the bank account stated above that his/her business bank account number is being used to collect money/scam other people. Kung wala siyang connection sa scammer na si Leah Marie ay dapat isauli niya yung pera ko.
Hopefully matulungan niyo akong ma trace yung may-ari nang account na yan sa taas para maibalik niya yung pera ko. Dahil kung hindi. Kasabwat siya sa mga scammers.
