We live in a residential apartment complex in Tucson Arizona. I've contacted Conservice on many occasions to explain their billing and can't get an answer. Our lease shows that we will are billed by a unit of 4, 6, or 8, which means nothing to us. No explanation from them. Later we're told that we are billed based on the apartment unit size and occupants, yet bill is different each month. I live alone, yet my bill is lower than a neighbors with more occupants.
Conservice was sued in California for not explaining how their billings work.
They charge monthly for pest control. Our lease states that the monthly fee is for service in our apartments. I've only used pest control once in the three or so years I've lived there.
They once attempted to charge me an extra rent tax, which they eventually removed since there isn't a legal rent tax in Tucson.
We pay Tucson Electric & Power monthly for electricity in each unit and also charged a common area electricity fee.
Common area gas. None of the tenants are aware of any gas used on the premises.
To top it off, We, the tenants compare our monthly statements from the apartment complex to Conservice's monthly statement and Conservice's statements is always, and I mean always higher.
I have past and current comparison statements showing the billing inconsistencies.
This is what I found on Legal Match website: Public utilities must charge customers only as permitted by the rate the utility has provided with the regulatory authority. By law, public utilities must file a document that outlines its services, charges, and rates. The public has the right to inspect this document.
The Arizona Revised Statute 33-1314.01 Utility charges; submetering; ratio utility billing; allocation; water system
exemption also states: Under section G. G. If a landlord uses a ratio utility billing system method pursuant to subsection F, the rental agreement shall contain a specific description of the ratio utility billing method used to allocate cost

Desired outcome: I would like the over billed amounts credited to our/my accounts.
