Regency Pointe Estates 8280 US 30 Pierceton Indiana 46562

Due to the below zero temps I have been letting water drip. Jan 15th and 16th water still dripping when I turnd the cold water faucet on I had very little water but after about 1 minute it ran like it is suppose to. On Jan 17 2024 at 4:30 am I noticed my water was not dripping and found out I had no water. I put a hair dryer on my main water line shut off valve that is beside my hot water heater that is located in walk in closet. I then checked my heat tape to verify it is putting heat on the water line.

After two hours I moved hair dryer to under three differant cold water lines in my home. Around 10:am I called the park manager and tried to explain the trouble shooting that I done on my home to verify that my home is not froze. I was told to calm down or they would hang up, I told her stop of accusing me of something this is the way I talk and then she hung the phone up.

I kept the hair dryer going untill 1:00 pm then Lowell Highlen brought his 60,000 BTU Salamader over and hook it up on the Riser for an hour. Then I went over to the office to let park manager knows that it has also been an hour with A salamander and again she said clam down or leave and again I said to stop accusing me of something. Then she said she talked to a plummer and said the salamader needs to under the hot water heater. I tried to explian again that I had a hair dryer on my main water line shut off valve that is beside my hot water heater from 4.30 a.m. to 1:00 p.m. she open the door and told me to leave.

I left and explain to Lowell Highlen they want salamander under the hot water heater so we moved it under it. Two hours later I called back and explained that now it has been two hours and do they realize like I told them when I first called the water is frozen under the ground. I was told I was on the list, I asked what is the procedure for water being frozen under the ground is, they hung up the phone again. I kept the salamander running untill 7:00 pm then turned it off. Then I disconnected the main line that comes from the Riser to my hot water heater and took a picture that shows no water coming into my home. Also a picture that shows my water line area that I had the salamder pointed at under water heater. I should have taken a picture while the salamder was there.

Jan 18 2024 6:23 a.m. I turned on the salamder and angeled it down at the ground about a foot away from the Riser. At 9:00 a.m. maintinance man put another slamander under my hot water heater, I explained that I had one back there untill 7:00 p.m. last night it is froze under the ground. I had to take wife to work at Dollar Store here in town so told the maintinance man (Ryan Fields) I will be back in 15 minutes. At around 9:30 a.m. I got rusty water with metal chunks coming through my cold water lines in my home. I looked at my shut off valve located beside my hot water heater in walk in closet and saw that my hair drier had made 3 leaks so after water was running for about 5 minutes I had to turn it off at the Riser to fix my leaks. I explained to the maintenance man I am going to just try quick dry epoxy.

I applied epoxy on my leaks and quick dry says will be fully cured in 1 hour, I let it dry for 4 hours before I turned water on but now only 2 leaks. I turned water off again at the Riser then turned on all my faucets to let water drain out and when the water stopped I turned all faucets off but 1 and applied more quick dry epoxy by then it was 7:00 p.m. so I let it dry overnight.

Jan 19 2024 at around 8:00 a.m. I turned water on at the Riser and I still had 2 leaks I applied more quick dry epoxy and waited 4 hours for it to dry and then I had only one leak. I left water on for an 1 1/2 hour so we could shower and wash dishes and laundry and dealt with the one leak that was filling up the container I put under it to fast. I turned water off at the Riser again, turned on all my faucets to let water drain out and when the water stopped I turned all faucets off but 1, and this time I put a very large amount of quick dry epoxy as seen in the picture and let it dry overnight.

Jan 20 2024 at around 8:00 a.m. I turned water on at the Riser and it is frozen again, I called the office and on the voice mail I had the option to press 1 for on call emergency maintenance man, I explained that I shut it off at the Riser and turned on all my faucets to let water drain out and when the water stopped I turned all faucets off but 1. This means it is frozen under the ground like I had said the first time it froze. He brought over a slamander at around 9:00 am and left it running. By 11:45 a.m. it shut off because the fuel ran out, I put in what seem to be only a 1/2 gallon fuel from the 5 gallon containter the maintenance man left and started the salamander again.

At 12:30 p.m. I called the office again to let the maintenance man know the salamader will be running out of fuel soon, but the option to press 1 for the maintenance man was not there. At 12:58 p.m. I bought $14 2.3346 Gal of fuel and started the slamander again and tried calling the office again but still no option to press 1 for the maintenance man. At 2:40 p.m. I called again and this time I got the option to press 1 for the maintenance man. I told him I already bought $14 of fuel can not really afford to buy more, I was not offered any fuel and was told to try putting the salamander under the hot water again so I hung up the phone.

At 6:43 p.m. I bought $16 more of fuel and started the slamander again and let it run untill the fuel ran out at 12:04 a.m. A total of around 15 hours of a salamander under my home clearly shows that the water is frozen under the ground.

Jan 22, 2024 Around 8:00 a.m. I called the office and got the option to press 1 for Emergency maintenance man. I explained to him that I let the salamander run for 15 hours and I already spent $30 on fuel and do not have any more money for fuel. We agreed to put the salamder back under the water heater again to please the Park Manager and I told him it might run for a little while the fuel gauge is right on the 0 mark, he said he would bring some. Around 8:30 a.m. he shows up and sees that the salamander is under the water heater and running. He shows up without fuel and we discuss that after a few hours and still not get water the Park Manager will have to finally admitt the water is frozen under the ground.

Around 12:00 p.m. I put my propane torch back on the Riser again and I called the office to inform them that the salamder has been under the water heater this time for 4 hours and it just ran out of fuel. I also informed her that on Jan 20, 2024 I had the salamder pointed at the Riser for 15 hours, I had to purchase a total of $30 in fuel and I want my money back and some more fuel I do not have any more money to spend on fuel. There was a long pause so I asked again if she is going to give me my $30 and some more fuel. The Park Manger said no she will not give me anything. So I asked if she is keeping my money and not giving me more fuel and if she is I will give the salamder back when I get my money and running water. Then she said I will be filing 30 Day Evection and a stolen police report. I told her that is false informing, the maintenance man brought it over. So I said tell your maintenance man to come and get it I no money for fuel. Again I asked if she was also just going to leave me with out water, she hung the phone up.

Around 1:00 p.m. I turned off the propane torch that I put on the Riser and turned water off, it was a 33 Degree Day and was not taking a chance of the water to unthaw will I was putting more epoxy on my line. I needed to try to patch my leaks again instead off getting a new valve because I do not have the money now. Around 1:15 p.m. the maintenance man knocks on my door while I was putting the epoxy on he said that I have water now he was going to disconnect the Riser to see if water was coming through but he turned water back on and the water going through. I checked to see and I did have water. I explianed to him I was putting the epoxy on and wondering why I was getting water mixing in with it when you knocked on the door. So I asked him if he would turn it back off

I own my home

In the past 5 years I have had to change my water heater's heating element 2 times, the rust builds up to the Heating Element and shorts them out. Regency Point Estates water lines do not have a Flush Out Valve, and when they turn water off in the mobile home park and turn it back on we get a very large amount of rust. As seen in picture of my outside cold water line. Every Park Manager has said that it is coming from my water heater when there is no way hot water can cross over into my cold water line. I will have to change Heating Element again soon as you can see in picture taken Jan 24 2024 that shows my outside cold water outlet
